More Screwups

Well, it is a new year out here and John and Rose have just left. They were only here for 6 weeks, just long enough to take posession of their condo. It seems that they are really ready to abandon their position as developer out here. I am now aware that they have pissed away all of the money taken in from the sale of the lots and have no more to put into the development. They have taken money in from the Home Owners in the name of a HOA and pissed that away also. Can you believe $2600 for gardeners when the place is always covered with weeds and grass overgrowing the roads. Hormelius the man who does work there from time to time estimates that they have paid about $485 to date. John informs us that there are no reciepts because they pay the men in cash. Hormelius claims that he has always signed a reciept when he has been paid. And how about the $500 for power when we have no power contract out there, can`t wait to see that power bill. I say, no reciept, no pay and I am the treasurer of the HOA.

Well that is if we had a HOA I would be treasurer, except that they didn´t set it up when they started the development and having neglected to do that there are no convenents and restrictions attached to the titles and so there is nothing legal and binding to make anything stick so we will have to go on the honour system and hope that everybody abides by the rules.

Also MOP the Department of Highways here in Panama will not take over maintence of the roads because they apparently are supposed to have a lift of asphalt put on them. However since they bribed someone to get all of the titles MIVI is powerless to make them do anything as there is no ammunition to hold over their heads. I believe that bribery is a felony here in Panama in the eyes of the new government....h-m-m-m-m-m-m-
